1. Acceptance of Terms

Welcome to Southeast Country Bank, Inc. (SECBank). By accessing or using our website, mobile banking application, and banking services, you agree to be bound by these Terms and Conditions. If you do not agree to these terms, please do not use our services.

These Terms and Conditions constitute a legally binding agreement between you and SECBank. We reserve the right to modify these terms at any time, and such modifications will be effective immediately upon posting on our website.

2. Eligibility

To open an account or use our services, you must:

  • Be at least 18 years of age (or have parental/guardian consent for minor accounts)
  • Be a Filipino citizen or a legally residing foreign national
  • Provide valid government-issued identification
  • Provide accurate and complete information during account opening
  • Not be prohibited by law from opening a bank account

3. Account Services

3.1 Account Opening

Account opening is subject to SECBank's approval and compliance with Know Your Customer (KYC) requirements mandated by the Bangko Sentral ng Pilipinas (BSP) and Anti-Money Laundering Council (AMLC).

3.2 Account Maintenance

You are responsible for maintaining the minimum balance required for your account type. Accounts that fall below the required maintaining balance may be subject to service charges as disclosed in our Schedule of Fees.

3.3 Dormant Accounts

Accounts with no customer-initiated transactions for a period specified by BSP regulations will be classified as dormant. Dormant accounts may be subject to dormancy fees and eventual escheatment to the government as required by law.

4. Electronic Banking Services

4.1 Mobile Banking

By using SECBank Mobile Banking, you agree to:

  • Keep your login credentials confidential
  • Not share your PIN, password, or biometric data with anyone
  • Immediately report any unauthorized access to your account
  • Ensure your mobile device has adequate security measures
  • Log out after each session, especially on shared devices

4.2 Online Transactions

All electronic fund transfers, bill payments, and other online transactions are subject to daily and per-transaction limits as set by SECBank. Transactions are processed based on the cut-off times specified in our service guidelines.

5. Loan Services

Loan applications are subject to credit evaluation and approval by SECBank. By applying for a loan, you agree to:

  • Provide truthful and complete information in your application
  • Allow SECBank to verify your information through credit bureaus and other sources
  • Comply with all terms stated in the loan agreement
  • Make timely payments as scheduled
  • Notify SECBank of any changes to your contact information or financial status

Failure to pay loan obligations may result in penalties, legal action, and negative credit reporting as permitted by law.

6. Fees and Charges

SECBank charges fees for various services as disclosed in our Schedule of Fees, which is available at all branches and on our website. We reserve the right to modify fees with prior notice to customers as required by BSP regulations.

Common fees include but are not limited to:

  • Below maintaining balance fees
  • ATM withdrawal fees (for non-BancNet ATMs)
  • Fund transfer fees
  • Checkbook fees
  • Statement of account fees
  • Account closure fees (within specified period)

7. Deposit Insurance

Deposits with SECBank are insured by the Philippine Deposit Insurance Corporation (PDIC) up to the maximum deposit insurance coverage per depositor. For more information about PDIC coverage, please visit www.pdic.gov.ph.

8. Intellectual Property

All content on our website and mobile application, including but not limited to text, graphics, logos, images, and software, is the property of SECBank and is protected by Philippine intellectual property laws. You may not reproduce, distribute, or create derivative works without our express written consent.

9. Limitation of Liability

SECBank shall not be liable for:

  • Any loss or damage arising from unauthorized access due to your failure to protect your credentials
  • Service interruptions due to system maintenance, technical issues, or force majeure events
  • Delays in processing transactions due to circumstances beyond our control
  • Actions of third-party service providers
  • Any indirect, incidental, or consequential damages

10. Dispute Resolution

Any disputes arising from these Terms and Conditions or your use of our services shall be resolved through the following process:

  1. Filing a complaint with SECBank's Customer Service
  2. Escalation to the Bank's Complaints Handling Unit
  3. Mediation through the BSP Consumer Assistance Mechanism
  4. Arbitration or court proceedings as a last resort

These Terms and Conditions shall be governed by the laws of the Republic of the Philippines.

11. Termination

SECBank reserves the right to terminate or suspend your account or access to our services at any time for:

  • Violation of these Terms and Conditions
  • Suspected fraudulent or illegal activity
  • Failure to provide required documentation
  • Non-compliance with regulatory requirements
  • Any other reason deemed necessary by the Bank
